Version of the rules that derive the relation table.
The relations are inferred, not read: they follow from the credits and
from the track lists. Changing how they are inferred makes a stored catalog
out of date without making it invalid, which is why this is not
store::FORMAT_VERSION — refusing to load would be out of proportion, and
would throw away integrity verdicts that cost hours to obtain. Bump this
instead, and every catalog rebuilds its relations on the next load.
