The gap the service requires between two requests, with a small margin.
One request per second per address is the documented limit, and going over
it does not slow a run down — it makes the service answer 503 to
everything from that address until the rate drops, for every program
sharing it. The margin is there because the clock that decides is the
server’s, not ours.
It lives here rather than in the client because it is a property of MusicBrainz, not of how we talk to it: a build without the network feature still needs it to say how long a run would take.
